The hourly wage employees receive, multiplied by the statutory 173-hour month, divided by that province’s legal minimum. A value of 1.00 means the average employee earns exactly the floor.

the assumption holding this up
`upah` is read as rupiah per hour. The file does not say so; upah x 173 sits within a quarter of the legal monthly floor in every province-year, which is the only evidence for it. The direction is robust to being wrong about it: any fixed multiplier cancels out of a trend, so the fall from 1.40× to 1.13× survives even if the level is meaningless. The count of provinces below 1.00 does not — that one depends entirely on the unit being right.
